Since 2007, the Lake Development Authority (LDA) has been the driving force behind Lake County’s economic growth. As the county’s official Port Authority, we act as your single point of contact, simplifying the complexities of business expansion through our vast network of regional partners.

Because we are tax-exempt, we can acquire property, issue bonds, and deliver development services at significantly lower costs than private institutions. From ambitious entrepreneurs to large corporations, we provide the strategic support and infrastructure including our co-sponsorship of the Lake County Executive Airport to help your vision take flight.

Patrick Mohorcic leads the Lake Development Authority, driving job creation and economic growth across Lake County through strategic development in economic, coastal, and airport sectors.

Recognized by Crain’s Cleveland Business as one of “20 in their 20s” and OEDA’s 2019 Rookie of the Year, he brings proven expertise and deep community roots to every initiative.

Deputy Executive Director

Amy Cossick

Amy Cossick brings extensive public administration experience to her role as Deputy Executive Director, having served as Village Administrator for Fairport Harbor where she oversaw strategic planning, economic development, and departmental management.

At LDA, she leads special projects, manages industrial properties, and coordinates coastal, airport, and Community Development Block Grant initiatives.

Director of Planning and Development

Myranda Keister

As Director for Planning and Development, Myranda Keister drives LDA’s strategic physical development initiatives across Lake County, overseeing financing, the Coastal Development Plan, and the Landside Communities Plan.

She also leads business attraction efforts in partnership with local, regional, and state partners.

Debbie Connor

Debbie manages the Port Authority’s financial records, payroll, and human resources functions, handling everything from invoicing and banking to budget preparation.

She also provides key support to the Deputy Director of Public Finance and CFO on financial reporting and board documentation.

Airport Manager

Nick Belluardo

Nick Belluardo brings over a decade of airport leadership experience, from managing regional airports to overseeing capital projects and infrastructure planning at Burke Lakefront and Cleveland Hopkins International Airports.

A Kent State aviation graduate, co-founder of multiple aviation ventures, and instructor at his alma mater, Nick combines deep industry expertise with a strong commitment to community engagement.

Quienton Reid

Quienton Reid is a U.S. Navy veteran and Kent State aeronautics graduate whose passion for aviation spans over a decade, from his early training at Polaris Career Center to managing day-to-day operations at Wadsworth Municipal Airport.

As Airport Manager and consultant with B&P Aviation, he combines hands-on operational expertise with a growing focus on strategic airport development and leadership.
